Yes, this is a problem (it seems) with all of the the Raster rendering.
With a GeoTiff during Panning, the Background blanks out and pops back,
while the Vectors don't.

Hard on the eyes when searching for something.

This started after a commit in 2014. The last version without this problem
was 2014-02-22.
