[QGIS-Developer] Changes on HIG for titles and labels capitalization

Following a discussion on a UI/UX issue [0]

inconsistency on Dialogs' titles capitalization, we talked that would be
good to follow Qt Guidelines for this [1]

I have transcribed it to the Developers Guide Human Interface Guidelines
HIG in a PR for QGIS Documentation [2]
<https://github.com/qgis/QGIS-Documentation/pull/2008>. Main changes are in
point 2 and 3.

Following exactly was is in Qt Guidelines may have some impact on the way
we have been capitalizing some of our GUI elements. The most impacting
would be having to capitalize every word in Group box labels and
in Combox items.
