[QGIS-Developer] New help online

Hi Alex,
well understood, that's why I suggested, for ease of testing and for
spotting eventual missing manpages, to either add a new branch on the
website, or just adding the second 'testing' path for now.
Moreover: any idea for offline users, see below?
