[QGIS-Developer] Qt & Python version for QGIS 3

For QtWebKit, I created and used a build subdirectory inside the source
directory:

export QT5DIR=/Applications/Qt/5.9/clang_64
alias qmake=$QT5DIR/bin/qmake
qmake ../WebKit.pro

For PyQt, in the source directory:

python3 configure.py --qmake=/Applications/Qt/5.9/clang_64/bin/qmake

Both followed by 'make' and 'sudo make install'
