[QGIS-Developer] Backporting support for relative SVG paths in project files

Hi all,
We ordered this dev to Martin, and from the discussion the effort to have
it in 2.18 was not worth it (from our point of view).
I would advise not to spend too much energy into bringing fixes which are
almost "new features" in 2.18.
