[Qgis-developer] Wiki homepage edit

Hi all: here's a dump of the relevant pages [1]; as you can see developer
oriented content / brainstorming / ideas. I don't think this is valuable
user documentation.
Any reason not to expand our use of QGIS' GitHub Wiki?
