[QGIS-Developer] Osgeo4w: missing dependency?

I can confirm here. I have a clean copy of windows and I have downloaded
the osgeo network installation.

During the installation I get this error:

crssync.exe - Errore di sistema

Impossibile avviare il programma perché xerces-c_3_1.dll non è presente
nel computer.


next window says:

qgis-common.bat exit code 1073741515


same error of above when trying to run QGIS
