[QGIS-Developer] "Affected version" field on redmine

We really needed to simplify the form for fling the issue reports, so
basically in Essen at the last dev meeting
we also had to compromise. Is perfect? no,but as is now is much more
better than before.

the idea behind that type of changes is to make clear what is the
latest version affected by the bug.
If the bug effectively started affecting a previous this is usually
stated in the description or in a comment.

Target version is now gone, so don't even speak about it now, not many
were considering that at all.
