[QGIS-Developer] Reword "Trusted Plugin" --> "Trusted Plugin Author"?

[Saber Razmjooei]

+1 for Tom to become a trusted author. In addition to the qgis2web plugin,
Tom is a very active in QGIS UK usergroups.
