[QGIS-Developer] QGIS3 dependencies

Hi,

I can see that QGIS3 has now become the default package in most packaged
distributions (e.g.: Windows, Linux, OSx).

Does it absolutely require Qt5/PyQt5 and Python3 as dependencies?
