[QGIS-Developer] Changelog entries can be reordered now

Hi all 

If you are a changelog manager working on the visual changelog, note that Etienne Trimaille has added support for drag and drop ordering now of the ordering of the entries in the changelog. If you need manager rights please contact me with your user name. Thanks Etienne!
