[QGIS-Developer] How QGIS Python API doc is generated?

Hello,

We get an issue for the QGIS Python API doc (see
https://issues.qgis.org/issues/18088). I am not sure if this is really
valuable to fix this as it could be not easy.

Anyone knows how to generate this doc?
