[QGIS-Developer] Changelog entry for OTB and LIDAR tool from processing

Hi all,
still trying to polish the changelog here.

The entry for OOTB and lidar tool removal is really dry

Could anyone explain the rationale and perspective of plugin provider.
Sorry, I didn't follow that meeting and its conclusions at the hackfest,
it's better if someone more up to date writes the log.
