[QGIS-Developer] Where do we sit with respect to release?

I'm just wondering how it will happen for windows users using Osgeo4W
installer.

I think we should avoid that a user having the last non LTR release
(2.18.x) gets automatically updated to 3.0 and would have to install LTR to
get his 2.18.x available again on his system.

Jürgen, am I missing something?
