[QGIS-Developer] Where do we sit with respect to release?

To my understanding: if you have 2.18.x in Osgeo4W, it's not the LTR. And
this branch will then receive 3.0

So to keep 2.18.x, one will have to check a new entry in Osgeo4W installer.
