[QGIS-Developer] Relative path for GeoPackage/Rasterlite rasters does not work

Hi Alex,
I realized a couple of weeks ago that when the file is added with the
add layer dialog paths are non-relative, while it works fine using drag
and drop from the system's file explorer. At least on the Windows
systems we had in a course there.
