[QGIS-Developer] Changelog for 3.2 now active

Hi

Thanks for the kind comments. We have an open ticket for getting rid of the pending state stuff:

https://github.com/kartoza/prj.app/issues/806

We thought it was a great idea in the beginning, now we realise it was a crap one :-P
