Odd.  With wget and a browser I can get
https://qgis.org/ubuntugis-ltr/dists/xenial/Release.

But I can reproduce with debmirror.   I works when when I use nocache.qgis.org
instead of qgis.org.

Looks like a cloudflare issue.
