[QGIS-Developer] Use a key-shortcut even when there is no menu available.

Hi Devs,

Trying to implement the feature 'use ctrl-shift-tab' to hide ALL except
a map:

I now have the issue, that IF I also remove the menu-bar, I cannot use
'ctrl-shift-back' anymore to go back to 'normal view'.

In an earlier attempt
https://github.com/qgis/QGIS/pull/6523
it was noted that "That should be solvable by creating these shortcuts
outside of the actions too."

Anybody here could give me a pointer on how to do that?
