This means  there is a probably something in your resources.py that causes the crash. Could you share that file and your resources.qrc that you used to generate resources.py?

And if you first run:
call C:\OSGeo4W64\bin\py3_env.bat

and after that:
C:\OSGeo4W64\apps\Python36\Scripts\pyrcc5 –o resources.py resources.qrc
