[QGIS-Developer] Units in the measure map tool

Hi all,

There is an issue (#18891) stating that the measure tool dialog doesn't
keep the last entered units when you reopen it.

Looking at the code, it indeed uses the project units.

This is not optimal to me.
Moreover, there are both preferred units in global settings (in map tools
tab) and in project.

What would be the best approach?
Use the global ones instead of the project?
Then override with a specific setting for this dialog?
