Indeed, BETA2007.gsb has been incorporated into the
https://download.osgeo.org/proj/proj-datumgrid-1.8.zip package a few months 
ago. 

It looks like the docs need updates.Thanks for pointing that. I've filed
https://github.com/OSGeo/proj.4/issues/1159 about that.
