[QGIS-Developer] Windows only version of a QGIS 2.18x plugin

Hi All,

Thank you for the lively debate.

Just to answer the concerns regarding the VESPER exe.

I am not distributing the VESPER exe with the plugin.

There are instructions in the provided manual and on the github page on where to download VESPER and how to configure it for PAT on Windows. It is up to the user to do this.  If VESPER is not installed the user will get a warning message and won’t be able to run the kriging part of the tool. There is currently only one tool from a group of around 13 which relies on VESPER. The kriging functionality already provided in QGIS is not suitable for our needs hence we are using VESPER.
