[QGIS-Developer] error while running creatensis.pl for packaging

hi,
I am trying to create packaging and following the steps for windows as
mentioned in install.
I had build the solution and now running the command as under and getting
the error:

creatensis.pl line 253.


Can anyone help me out this. Where  I am wrong.
