[QGIS-Developer] problem building qgis on ubuntu 18.04

the command run manually works. But then `make install` fails with

CMake Error at python/plugins/db_manager/cmake_install.cmake:72 (file):
  file INSTALL cannot find
  "/home/martin/src/qgis/build/python/plugins/db_manager/ui_DlgAddGeometryColumn.py".
