And for that reason, just use docker, and you don't have that problem. 
 ( instead, you might have others ;)   )

Works fine for me with MSSQL-Server 2017 & Viber on Ubuntu 19.04, with OpenSSL 1.1.

Depends.  If you're using a distribution that doesn't have the necessary dependencies for the newer version, the newer version will never reach the repo for that distribution.

But you'll still get the notification about the latest version and in this case it just means that you not only have to upgrade QGIS to get it.
