[QGIS-Developer] Improvement to the plugin manager's upgradeable plugins details

If it's not too much trouble for whomever manages the plugins site, it
might be worth simply adding the changelog bit to plugins.xml and see the
size difference then.

I was initially worried but the more I think about it the more I get a
feeling it should be just fine.
