[QGIS-Developer] XYZ Tiles base map not working on QGIS Server

I have a project in QGIS desktop with 3 XYZ Tiles base maps. Everything
works fine.

I use the same .qgs project on QGIS server and only one base map works with
GetMap request.

The following are my requests to the server. The first request shows
OpenStreetMap base map:

http://qgs.webmapp.it/cgi-bin/test/qgis_mapserv.fcgi?MAP=/usr/lib/cgi-bin/test/xyz_tiles.qgs&SERVICE=WMS&VERSION=1.3.0&REQUEST=GetMap&BBOX=1174461,5729736,1175761,5731386&CRS=EPSG:3857&WIDTH=491&HEIGHT=624&LAYERS=OpenStreetMap&FORMAT=image/png

This request should show the "WebMapp_Tiles" base map, but doesn't work
(white background):
