[QGIS-Developer] QGIS server and unique layer IDs

Hi all,
in QGIS server 2.18, if one loads two projects containing one or more
layer with the same internal project ID then the users will have
problems during navigation (deactivating a layer in one project will
also deactivate it in others). This is a problem in the frequent case
one generates several projects as copies of a master one. AFAIK this
should have been solved in QGIS server 3.x. Could anyone confirm?
