It seems the standalone installer 3.4.13-2 for MS Windows is still available
for download on qgis.org.

Undoing the commit will also revert the latest release standalone installer
downloadable to 3.10.0-1 (based on GDAL 2.4.1 and PROJ 5.2.0) instead of the
current 3.10.0-2 (GDAL 3.0.2 + PROJ 6.2.1), waiting for the new 3.10.1 that
will fix the crs problems.

What about the OSGeo4W installer? Now, installing qgis-ltr from OSGeo4W
installer will also install gdal-3.0.2-3 and proj-6.2.1-2.
