I'm not a lawyer but I don't see anything in instant client license
agreement
(https://www.oracle.com/downloads/licenses/instant-client-lic.html)
about limitations on using OCI on server.

They just protect themselves from GPL contamination. Anyway, we already
deliver the oracle provider in OSGeo4W installer, so I would say we are
fine.
