[QGIS-Developer] Updating osgeo4w to qt 5.12.4/5.13.1

FYI, 5.12.4 (and 5.13.1 I believe) has an issue that breaks CSS-based
themes (night mapping, blend of gray).

A fix has been committed and will be available in 5.12.5.
