You didn't include the postinstall batch files (at least).  Either check
package-nightly.cmd / package.cmd to see which other files are created or run
package-nightly.cmd, extract the resulting package to addons and run
creatensis.pl thereafter (excluding qgis-dev - as you would get two QGIS' in
your installer otherwise).
