Yes.

QGIS 3.16.2 and QGIS 3.10.13 installers contain GRASS 7.8.4 which needs
gdal300.dll and proj_6_2.dll, but both the dlls are missing.

On the contrary, GRASS 7.8.5 doesn't seem to need them.
