[QGIS-Developer] startup.py not working outside %APPDATA%\QGIS\QGIS3

Hi QGIS-devs,
It looks like QGIS3 (tested with 3.10.2) does not make use of a startup.py
if it is saved outside
%APPDATA%\QGIS\QGIS3 (OS: Windows 10).

I opened QGIS with a custom "--profiles-path"  which works fine as QGIS
creates this profiles folder. But if you put a startup.py into this folder
(for example %APPDATA%\QGIS\qgis3_tests) it is not executed.

Only the startup.py saved in %APPDATA%\QGIS\QGIS3 is executed.

I guess this is a bug, isn't it?

Otherwise it would be not possible to have different startup.py files for
different profile folders (testing/production).
