An idea could be: fixed label placement at every map panning at a fixed
scale.

This could be useful for:

 - WMS map tiling. This label placement would fix all WMS tiling issues in
one place.
 - Need for fixed labels positions, for example for cadastral maps. It is
not important to "see" the entire label, but it is more important to have
it with fixed position
