[QGIS-Developer] QGIS 3.10 error on startup

Same feedback here.
this fails:

osgeo4w-setup-x86_64.exe -g -k --autoaccept -q -P
qgis-ltr,python3-tools,python3-pip,python3-setuptools,python3-networkx -s "
http://download.osgeo.org/osgeo4w/x86_64"

but adding qgis package seems to solve the issue.
