thanks Even. I imagined it was due to inverted xy axes, but:
* I was surprised that adding the relevant option to the connection
params in qgis did not help
* I was also surprised that in QGIS 3.4 it worked flawlessly.
fun fact: this service is part of an official multimillion service of
the Tax Office.
