[QGIS-Developer] WIP bot

Hi

Do you know the WIP bot?

It blocks merging pull requests with WIP in the title. It's very helpful 
to tag pull requests as requiring action and add an extra obstacle 
before clicking the green merge button.

I think we can only win by installing it.

Could a repository admin do that for me?
