[QGIS-Developer] Pycookbook doc tests are failing

Hi,

The python cookbook tests are failing. The error is similar to a complaint
I have seen in a facebook forum:

Warning 4: Failed to open /usr/share/qgis/resources/data/world_map.gpkg,
Permission denied.
