[QGIS-Developer] using conda for development

Hi,

Please refer to my issue https://github.com/qgis/QGIS/issues/38017 .

Is it possible for the Python QGIS development community to use conda for
their standard development process?  This would eliminate the dependency
version discrepancies I identified in that issue.
