[QGIS-Developer] [Resource sharing] documentation for contributors

Hi all,

I would like to know if there is a documentation for contributors for the
resource sharing plugin.
Mainly:
1) How to structure the repo?
2) What are the rules/guidelines to get it listed from scratch?
