[QGIS-Developer] Testing QGIS Plugin

Hi Etienne,

I partially but respectfully disagree. I agree that other tools are 
better for this use case. But a mock (dummy) interface is still a valid 
tool to check which API's are called how many times and in which way on 
a headless testing server / CI. Also on QGIS 3.
