[QGIS-Developer] Cannot restart jobs on travis

Hi Matthias,

I don't see the restart button. Probably because I'm not a maintainer.

I was able to trigger another build with:

git commit --amend --no-edit
git push -f

This doesn't change anything, so it looks like a good workaround for
contributors with maintainer privileges.
