[QGIS-Developer] QEP: Allow Qt 6.x builds of QGIS 3.x

Following the previous discussion in
https://lists.osgeo.org/pipermail/qgis-developer/2020-July/061723.html,
I've created a formal proposal for supporting Qt 6+ builds within QGIS
3.x versions .
