[QGIS-Developer] simple raster not showing on qgis

Hi,

I'm trying to load in QGIS the attached 24KB simple single byte raster (for
debugging gdal_calc.py)
It seems that it is valid, it has a non trivial histogram and it loads fine
in some picture viewers that I've tried, ms-paint, for instance.
But when I try to load it in QGIS (3.14 or 2.18) it seems as if the extent
is empty.
I zoom to extent and I see nothing, when I try to click on it with the
"Identify features" tool it shows nothing.
The histogram computed in QGIS also looks fine.
