[QGIS-Developer] plugins.xml for 3.16 and 3.17?

Hi Devs,

Just building current dev (3.17) I see QGIS is unable to receive the plugins.xml for the plugins,
Not for 3.16 and not for 3.17

https://plugins.qgis.org/plugins/plugins.xml?qgis=3.16
https://plugins.qgis.org/plugins/plugins.xml?qgis=3.17

In the old plugins app I could ssh into the docker, and knew where to add something,
But now I'm a little lost :-(

Can somebody with plugins-app foo maybe add some symlinks/redirects/whatisneeded?
