[QGIS-Developer] api.qgis.org ? qgis.github.io ?

Hi Richard

I *think* this was me experimenting with publishing our docs on github
pages. We can either remove that CNAME and github pages entry iif it
isnt current, or if you are interested in adopting that workflow I can show
you what I was doing. I did a similar one for the web site too. My idea was
that we could offload the hosting overhead to GitHub, but it involves
putting the static generated content under version control which has some
gotchas. Maybe for now just point api.qgis.org to the qgis.org/api url?
