data.py is from https://github.com/pblottiere/pyogctest/blob/master/pyogctest/data/data.py

WMS130_ZIP is downloaded from http://cite.opengeospatial.org/teamengine/about/wms/1.3.0/site/data-wms-1.3.0.zip

which is 404.  So it's apparently not a QGIS issue.
