[QGIS-Developer] Publishing new plugin gives 'you cannot modify'

Hi all,

I'm a new developer, I'm trying to publish a plugin for the first time.
Apologies if this is trivial. On uploading the zip file and clicking the
upload button, I get a message saying
'You cannot modifiy this plugin.' (sic)

Am I missing something?
